Higashiyama Kaii, a well-known Nihon-ga (Japanese painting) artist stayed in Ichikawa for about 50 years from 1945 (after the World War 2nd) till 1999 and left many artistic achievements. 

The painter used to say gAll masterpieces I made after the war have been painted with the water of Ichikawah.

In memory of this honored artist, the Hall was opened in November 2005 in Ichikawa City, Nakayama district.

The museum has the appearance of occidental architecture with its tower of octagon shape, as Higashiyama was deeply affected in his stay in Germany for his character and directivity of his art.

The museum exhibits his Japanese paintings, sketches, lithographs and materials that retrace the career of the artist.

Next special edition exhibits Higashiyama Kaiifs special possession of his beloved art works, to be held during Sept. 22 and Nov. 11, 2007.
